Local dollars go further when we invest together. The Housing Trust Fund Renewal leverages state and federal matching dollars at a ratio of at least 3:1, meaning every dollar San Francisco commits helps unlock several more from outside sources — turning the city's own investment into a much larger pool of funding for affordable housing than local taxpayers are asked to cover on their own.
That leverage matters because it changes the math on what the fund can actually accomplish. Extending the fund through 2058 and growing it toward $125 million a year doesn't just mean more local dollars going toward housing — it means more state and federal dollars coming to San Francisco to match them, dollars that go elsewhere if the city can't hold up its end.
It's also part of why this measure is built to be accountable, not just generous. Every dollar in the fund, local and matched alike, is subject to independent City Controller audits and can't be redirected to other purposes without going back to voters. That combination — a strong local commitment that multiplies into a much bigger pool of funding, with real oversight on how it's spent — is what makes the Housing Trust Fund one of the most effective tools San Francisco has for building affordable housing at scale.
